Sounds strange; I'd think you must have provided a wrong path (misprint, failed to convert accented characters in path/filename - something like that) and Notes regard your dbhandle as belonging to "directory" not database, so once you try to save anything it does not work.
And yes when you make a C API call the current user's credentials are used.
