it's not clear for me what you mean with "full access flag". On the one hand user's name should be put in a field in server doc, so it can be relatively simply set on server by server basis, provided you have access of course. On the other hand you must use admin client AND switch to full access mode. So I think you mean this last bit -- and I do not think it's axposed in C API or elsewhere.
