on the one hand it's sort of logical. If it worked your way, I could start an agent on server running on behalf of some unsuspecting person and sign any of my bad guy's stuff. Well I guess I need to have rights to be able to run agents "pon behalf off", but this would probably be "insecure" situation. So it looks to have something signed with a particular person's signature you need to be logged in using his or her ID file; pretty logical when you come to think about it...
